SOLVED Memory Not Running Correct Frequency's

I have recently purchased 2x4 GB 1600 Mhz Corsair Vengeance ram. This was because my old ram (another 2x4 gb set 1600 Mhz) had timing issues on the ram sticks themselves and were crashing the PC once or twice a week. Both ran 9-9-9-24 timing. I have installed the new Ram today, but, with CPU-Z it is reporting 686.9 MHz at 2t = 1333 Mhz...How do i correct this in the easiest fashion possible?

i did that shortly after posting because i figured if it was graded for 1600 Mhz, then why can't I force it to do what i want :) thanks anyways :)
