need help to build a streaming pc

hey guys like mentioned above i need a streaming rig for a foundation that gives bursary to kids that have lost father or mother. they also provide classes every week and stream/ record the classes via OBS(open boradcaster). they asked me if i could build them a pc that can handle that. right now they are using one of these one in all mac's which gets pretty hot and starts lagging. they are using IP cameras and stream the browser where they are logged into the cam's. since i have no experience with streaming rig's couls anyone help me with capable pc hardware? the most important thing is that it has to be lagg free and should not cost like 2 or 3k. i'm open for any suggestions, like cpu, gpu, motherboard etc.
 
Need a better idea of the budget to give you a real list of parts. Since your not doing a gaming streaming build and its a single machine setup you shouldn't need any kind of capture card. So your pretty much just looking to build a decent performing desktop.

You can swap out the GTX 1070 in the second one for a 1050 Ti or 1060.
 
The first Daleon config looks very good.

I'd drop the 960 Evo NVMe for a 512GB Sata SSD at the same price, or a 250GB Sata for 80 bucks or so.

A 400W quality PSU is zell enough (CPU+GPU are around 250W when both on full load).

And maybe cheaper memory than the Trident Z.

I'd go zith a cheaper case as well, can find something decent in the $40/$50.

Could save $150/$200 without sacrificing performance.
