This one has my stumped.

Press power button system turns on beeps

Nothing

Still nothing
Press reset system turns off/on beeps
Wai.. Booted to windows that is fast!

Power on with power button system beeps and then does not respond. no display, no response to keyboard.
System does not boot unless you press the reset button. Then it will boot and runs fine.

Checked ram with memtest86+ 5.01


Swapped GPU out for a cheep effort system boots fine without having to reset.
GPU works fine in the i5 760 I'm using to type this.

any ideas?

Maybe some incompatibility between motherboard or bios and GPU? I have an Nvidia 620 card non reference and it will only work in AMD boards. You get those quirky incompatibility things now and then.
 
I would report that to giga tech support as it might be something fixable with a new bios release. I'll tell you what though, Gigabyte seems to turn out more than their share of buggy bioses. They typically manufacture superior boards from a component standpoint but often put half-baked bioses on them.
