Any of these CPU's have good track records for o/c?

well none of them are sure not the newer steppings.....but its a Hit-Miss type of thing....just test each one and see the highest clock you can get....

My results for 2.8C SL6WJ were similar to yours 3.262 @ 233MHz on P4C800 - Deluxe, Corsair Twinx1024-4000Pro, Corsair Hydrocool 200. Disappointing. Upping vcore a little or a lot made no difference. Tried 5:4 divider and loose timings to rule out memory problems. AGP/PCI locked. The goal in this build was 3.5 @ 250Mhz, 1:1. Guess I'll have to try another CPU.
 
With PC4000 RAM, forget about the 2.4C (although they will probably do more if you use the 5:4 ratio). Go for the 2.8C that runs 3.4 gig. With good cooling and a minor bump in voltage, you should be cruising at 250 FSB or 3.5 gig which would be ideal for your RAM.
