Phase Change Build

hey guys... i really want to startup a Phase.. single evap to start....
but i would like 2 know if there is any1 in Canada... Toronto Ontario... that could give me a hand to build one...

i will pay for the help.. or whatnot..

how much would tools cost and how much would the parts be. i would really like to do this. i dont have any tools for it.
