Please help me decide on cooling solutions--Data needed

Come the new year I am building a new gaming system for myself. While I realize that the components I have in mind probably don't have a huge % of OC potential, I'd like to take advantage of what the silicon lottery throws my way. That being said, I've been trying to decide on my cooling solution. I'm not up to building a full custom water loop.

So I'm trying to decide between:

Noctua NH-D15

or

EVGA CLC 360.

I'm also trying to decide on what graphics card based on the cooling solution for my GPU.

Should I get:

EVGA XC HYBRID GAMING

or

EVGA GeForce RTX 2070 SUPER 8 GB FTW3 ULTRA+

I'm looking for Data comparing them.
