I bought a WinFast GT430 1GB DDR3 low-profile graphics card (http://www.leadtek.com/eng/3d_graphic/overview.asp?pronameid=595&lineid=1&act=1) and found out that the card had much less memory bandwidth than advertised.

According to Leadtek's webpage (http://www.leadtek.com/eng/3d_graphic/specification.asp?pronameid=595&lineid=1&act=2), this card should provide 28.8 GB/sec of memory bandwidth. But a check with GPU-Z shows that the memory bandwidth is only 20.8 GB/sec, far short of what Leadtek claims.

If you're going to get the card I just bought, please learn from my mistake and choose another brand.

I've fixed those links.

I also tried GPU load with Furmark but the bandwidth remained stuck at only 20.8 GB/sec.

I make it a bit less than 20GB/s via manual calculation. Leadtek may be using excessive creativity in their calculations, or it may be a simple copy/paste error. It's also possible that GPUz is detecting something wrong, it guesses the bus width based on the card ID and does some math with that, the memory type and the memory speed to come up with the number it lists.
It doesn't actually know what the bandwidth is.

If you're concerned about performance you could run HWBot's Heaven DX11 and DX9 benchmarks and compare your scores to other stock scores.
