Is it necessary to use new pieces of neoprene when moving a TEC waterblock to a new motherboard? Or is it ok to just pull off the old pieces from the old board and put them on the new board?

Yup. I've done it. A bad ps fried my board and switched the pelt system over. There was no problem with the neoprene going bad.
