Radeonpro question

Not sure if I should be posting this in the OS system section or the ATI GPU section, anyways I use Radeonpro to tweak individual game settings (such as assigning only 4 cores to a game) and it otherwise works well. But when I go to watch Netflix while Radeonpro is running, it causes mega stuttering anytime I move the mouse and when I close Radeonpro it is gone. I cannot figure out what setting Radeonpro uses to cause that, I have API monitoring turned off and all those little things.

Edit- nevermind, I see it only occurs when watching Netflix in Explorer, it doesn't occur in Chrome or Chromium.
