I have a Lexas S Case which currently houses a bunch of loud led fans. I'd like to remove all of the LED's and get some quiet, but effective case fans. There is one intake fan on the front bottom. One intake fan on the side panel. Two outtake on the top and 1 outtake on the back. 120mm for everything but the top being 140mm. I'd really like to keep my PC as quiet as I can as I'm going to be working a lot this upcoming year with no music or AC in the background. Also,I need a new fan for my Hyper 212+ as the one on there currently is pretty loud. I'd like to stay under $70 if possible.

I have never used the slipstreams but i have had some experience with the cooler masters you listed. They aren't bad but they arent dead silent. They have a little noise to them but its not bad at all. I had them on an open test bench. In a case, I dont think you will hear them IMO. You could put one in the front, side panel, and rear. Assuming you dont do any gaming or anything that involves 100% cpu usage all the time I would even suggest putting the 4th one on the 212.
 
Don't buy those fans! They are much louder than whats advertised. I have those in my current PC and they're more like 30dB. Do not cheap out on fans, I made the mistake and now my pc is really loud. The really quite fans are much more expensive but worth it.

Linus @ linustechtips did a review on these and the specs do not lie. They are silent and move a LOT of air

Coolermaster has LED version of those fans http://www.newegg.com/Product/Product.aspx?Item=N82E16835103060 that I own 4 of and they say 19.1dB but that is a plain out lie, I can imagine those ones you posted are no different.
 
Corsair fans are not bad. however, as with specs 'not lying', no one really 'lies' in their specs, they just don't tell you how they are tested, and many often it is impossible to test the accuracy, which is true. Corsair fans are ok, but I find them to be 'just as noisey' as other fans I have. Same is with their so called Airflow and Static pressure fans, still not as good as AP-15 when it comes to Noise/Performance, and their airflow model also not as good as Slipstream when it comes to Airflow..

I will put corsair fans above average. but they are still not the best in the market.. according to my own personal testings.

I will give you that those typhoons are dead silent and great fans. If you can find them go with those, they are top of the line.
