RPM Control

I have a new Gateway AIO zx6971 23" Touch Screen

I want to get a program that can control the CPU fan speed. When i disabled smart fan in Bios it went from 1200rpm to 4400rpm. Id like it to sit around 2000RPM as this kept me idle at 38c in 81F room temp.

Ive tried Speed Fan and no matter what i do it will not control the fan. I don't know what else there is since my motherboard is unknown in AIDA64

there is nothin in the bios?? HAve you tried a fan controller? Like Zalman fan mate2? ntune??
