Setting cooling fan speed on new mobo

My brothers HP recently lost all SATA connections on the OEM mobo. I swapped it for an Asus M4A785-M, reinstalled the OS, and it's working like a champ.... other than the fans running full blast all the time.

I checked the bios, and the fans are supposed to run at low speed starting at 25 Celsius and then full speed at 55 Celsius. The processor temp never seems to go above the 30's...so I'm not sure what the problem is. It's set on whatever the energy saving mode is called...but it doesn't seem too energy efficient to sound like a lawnmower. Any ideas? Thanks
