Whats inside those tubes? Are they solid? Hollow? Depends on the cooler?

Could do with shortening a cooler ideally.
 
Fluid or gas?

Could I snip the ends of one and braise/tig/solder it?
 
It's fluid when it's cool, and evaporates into a gas when it's warmed up so it can condense and make it's way back to cool the CPU... as for snipping it and closing back off, I don't know. Maybe somebody who knows more about it can answer that.

Even if you did manage to do it, it would decrease the effectiveness of the cooler.
 
Heatpipes are filled with water, and they are also under a vacuum. If you cut the end of the heatipipe you ruin the heatsink because you wont be able to replicate the original fill / pressure.
