Speedstep wont disable

So I'm not exactly sure where to put this, but Speedstep will not disable.

Intel DG965PZ Motherboard (updated to latest BIOS)
Intel E6700 Proc at stock clocks

Ive disabled SpeedStep in the BIOS and any other energy saving feature i can find, but CPUz is still reporting the multiplier being cut and forcing me down to 1600MHz.

any ideas?
 
There's no option for that.

I've disabled

Speedstep
XD technology (no idea what this is)
Virtualization
Wake on LAN

Some other things
 
What power settings do you have configured in Windows? Make sure you're on High Performance and not Balanced or anything else...
