Very annoying low humming sound coming from fans or pump

I don't know where it's coming from but there is this low pitched humming noise that comes and goes every miilisecond or so. I tried changing out fans, turning all fans off in bios and even stopping each one while in desktop mode by holding the blade. I cannot figure out for the life of me where this sound is coming from! It's driving me insane! Please help!

Possibly a cap going/gone bad? I had a motherboard that did that way back. I generally couldn't hear it over my fans so I just let it be and still used the board for many years.

Also double check it isn't your pump just to make sure.

I just recently bought this CPU cooler and Corsair is going to replace it. Hope that's it.
