weird temps and voltage 965 x4

my friend's phenom ii x4 965 has weird voltage problem... i forgot the exact brand of the motherboard but its a gigabyte. the mobo decides to put the voltage at 1.40 at auto. idle temps is at 44c and full load is at 62c. i haven't tried lowering the voltage yet but i heard and read in google that the stock volt of this cpu is 1.355 (is that true?). is it safe to lower the voltage to like 1.360. i really wanna lower his cpu's temps. btw i've attached a hyper tx3 evo heatsink on it (hyper 212 evo cant fit in his case).. any thoughts? :bang head
