So eVGA told me to put my GTX in a plastic bag to ship it to them (inside the box and in bubble rap as well.

is this good advice or is this guy a total nut?
 
well, if the card is dead, or damaged enough to warrant rma, then i dont see what harm would come from it... its not like its gonna die twice heheh. just give it some cushion so it doesnt get crushed or physically damaged and you should be ok.
 
Ideally you should use an ESD bag. I would just do whatever they explicitly ask for so they don't complain.

Considering the cards come new in the box just layed on to the plastic box liner that doesn't surprise me.
