Windows modules installer High CPU usage?

Windows modules installer, I have High CPU usage 30-90% when I'm not doing anything on my PC what does it do?

I believe that service is for windows update. What version of Windows are you using?

Is it stuck like that? The last Windows Update release was Tuesday so it could be catching up on that. Other software updates might trigger it also.

I have windows 10, I checked the settings and Windows module installer is in manual. No it is not stuck in High CPU usage, just all last night it was.

I have two programs of the same name "program manger" during shut down they cause a temporary delay with shutdown. What is program manger that holds up shut down for a few seconds?
