a10 7860k (cpu)
2x4gb g skill sniper 1600mhz (memory)
f2a68hm-s1 (mobo)
R9 370 4gb 256bit (gpu)

help me settings to reach 4.00ghz in my cpu

That CPU has a 4.0GHz turbo. You can likely just set the CPU multi to 40 in BIOS and it'll run fine. What do you have for a CPU cooler?
