I5 6600 non k blck oc boot loop

So i blck oced i5 6600 to 4.5ghz, 1.3v, and managed to keep ram at default speed 2400mhz trough xmp. Temps were good since i have it watercooled ( around 30c idle and 50c full load) but then i shutted down the pc and now it wont turn on, it keeps restarting ( boot loop), what could be the reason for that? Ive cleared the cmos like 5x already to try diff settings but it keeps boot looping if i oc it. Doesnt even post.

Rx 580 8gb also oc (fully stable)
Coolermaster 550w 80+ bronze

Shouldve stress tested the CPU to be sure its stable. Use AIDA64 or something similar next time
