I've never tried anyform of colling extreme or otherwise but I was wondering, does the moisture/ice created from extreme cooling pose a damage risk to the PC electroincs?
 
Ice no but when it melts or condensation yes. Thats why you insulate.

and is most this exteme cooling done from purpose bought kits or are they totally made up by each user?
 
depends.

Some people like making their own. You can also buy a custom unit made by builders at xtemesystems.org and we have a few here that make them too but not as professionally. You can also buy a market unit like prometia or vapochill but they are not as good and are lagging behind technologically and don't offer as good of performance as custom units. On heavily oced quad cores they actually just chose right now and temps skyrocket and they shut off.

Unless you have the skills, money and time to educate yourself seriously on refrigeration best thing to do is buy a custom unit.
