So I have a garage freezer that often loses power (sometimes two curling irons get plugged into the bathroom GFCI, or kids bike get caught on the extension cord). I want to recieve texts say every hour after it's lost power. I don't want to deal with battery backup, more of an active socket that communicates on wifi and pings every now and then to say everythings good, then when that stops I'll start getting notifications.

This seems like a problem that someone else has already solved, not sure if they've made it easy adn commercial though.

I haven't seen any thing like that , but I have seen systems that go in your pnl and monitors set ccts that use current transformers and has a gui for easy interface and give real time kwh usage on the house.

Saw this, https://blog.adventcontrols.co.uk/2016/09/14/usb-power-failure-monitor-to-send-sms-and-email/
which I think is this https://www.adventcontrols.co.uk/pr...er-sms-sender-and-emailer?variant=40638096404
but this is in the UK and sold out. Good news is that it is USB powered so adapters are plentiful. You would have to find a way to attach the device so that if the freezer plug gets pulled out, the device's power source gets pulled out as well.
You could buy something like this and (permanently?) attach the freezer plug to the adapter. https://www.groupon.com/latest-deals/gg-single-outlet-wall-tap-with-usb-port
