Well in performance I am not sure, but in design, they basically added a second "exit" in the mid plate that would route the water to the main exit in the top plate.
Look at old reviews on google, then go to the swiftech website to see the difference.
They made modifications to the Storm's top that mirror those made in the G7 to reduce the block's restrictiveness and improve flow. If they implemented the changes correctly it'll be beneficial. If they eyeballed it and the dimensions are off it won't really do anything.
