What Difference? It will be going into a NF7 w a 2500+ 512. Also, I can only afford to spend $100ish(CND) on ram (at this point)
I'l b gettin another 256 in a month or three...

The difference is the latency timings.

If you can only afford $100 then go with the $96 one.

The tighter the latency timings the more memory bandwidth and thus performance you will have. The more expensive one is just memory that is rated to do tighter memory timings.

I think 3500 is a bit of an overkill, if the price difference is more then $30 I would just go with 3200.
