Dead board or psu?

My area was hit yesterday by a power spike. Ever sinve then my pc won't boot, not even enter the bios. It just sits at the AI p4c800e deluxe screen. I've reset the cmos and checked the voltages. My 12 rail is coming in at 11.3 volts and is jumping up and down by about 0.2 volts.I get no beeps or nothing. Is my board dead or my psu? P.S. I just purchased a UPS. Please help. :(
 
It sounds like your PSU is dead. If your motherboard was fried, I doubt it would get past the Asus Picture thing :). See if you can just hook your mobo to another PSU and if it dosn't work, then you have a messed up mobo.
