DP45SG - No USB Power

I have seen several posts on this, but I haven't seen a clear answer. I just installed a DP45SG with Intel Q6700/2.66 Ghz. The system boots up and everything is fine (I think) but there is no USB power and therefore I can't get my keyboard or mouse to work. I even tried USB ports on a PCI expansion slot board with no luck. Help!

I can't tell what the BIOS is set for. Without being able to hit F2 or something, the startup goes right to Windows.
 
Actually it is a PS2 keyboard with a USB Adaptor. FYI, my mouse won't work either.
 
Kybd worked fine. Mice (I tried two) also worked fine. Board is brand-new.
 
Problem solved

Problem has been solved. Base problem was power supply too small. I upgraded and did some other stuff. All is well now. Thanks for the tips.
