Alternative to lacking PCI lock...PCI IDE card??

I have a WD 160JB and it will take about 36.9mhz PCI clock speed before it starts corrupting data.
I am wondering... will getting a PCI IDE card solve this issue to a point and allow a few more mhz out of the PCI bus?
If so, which one do you guyz recommend...this is a PATA drive btw.

No, a PCI Controller Card will not increase the tolerance of a HDD for high PCI BUS speed, its still on the same BUS.
 
I know but, I thought that the PCI card has its own independent controller of the clocks of the PCI bus for the hard drive.
Thats what I read somewhere...that the PCI card generates its own clock for Hard Drive...not dependent on the clocks its gettin from the PCI Bus.
