Asus site works fine with Firefox here. Put the unzipped .rom/.bin file or whatever the BIOS file is on a floppy. Make sure the floppy is bootable, also copy the Phoenix Award BIOS flash tool version 1.31 onto the floppy as well, then once you have the command prompt, simply run the flash utility and follow the instructions.
Depends what you mean by it won't boot? If it doesn't POST with the same CPU that it used to POST with then you could have a dead mobo. It is however possible that the new BIOS has just made the board totally incompatible with the CPU. Try a CPU that is officialy supported by the board and try that (after a CMOS reset). Fingers crossed it then boots up.
