i will say anything under 1.4V is quite safe on air.

I use up to 1.52Vs, on water.

Aye, what I've heard for these is:

1.4v on Air / closed loops
1.45v on starter custom loops / H100is, etc
1.5v on a Custom loop
1.52 soft cap on maximum safe voltage. I have personally gone this high for very short times, but don't encourage it.

1.45 as long as your temps are great shouldn't cause you any trouble whatsoever.

I will try the 3960x this weekend with same voltages and see how hot it gets.
On a side note, I added 2 more Noctua NF-F12 fans resulting in a push/pull configuration. Almost no change in temperatures (with 3930K), disappointing:(
