just wondering what the order of the washers and the springs is for the water block

is this right?

Yes that is right. Make sure there is a washer on the on the backside of the mobo, seems by your drawing there is. I have done away with springs... I just crank the bolts down to the WB, I get more of a feel as to how tight it is that way.
