this is probably a little too simplified but i'm sure someone can explain in detail for you. Your CPU speed is equal to your FSB*Multiplier. Basically if you want to reach a certain speed, it is possible to just increase the fsb until the fsb*multiplier reaches your goal. However, upping your fsb too high will cause instability. So usually what is done is lowering the multiplier to compensate for the increase in fsb.
