I posted a similar question about this earlier with little help, now with my system overclocked sometimes windows will hang while loading? anyone else ever have this problem with 98se and any ideas on how to fix it?
 
At what FSB is the PCI at? you HDD might not be able to withstand the FSB increase.

Also do a reg fix on it, see if the loading issue stops.

In MS-DOS Prompt do a:
C:>scanreg /fix
