Waterblock temperature

Should my waterblock be warm at all? I've got my 2800+ overclocked to 2277MHz (any more and it starts crashing). If I touch the waterblock it feels just as cold as when it wasn't on the CPU. Does this mean I didn't put the Arctic Silver on right or is this normal. Its running at 40C under 100% load overclocked.
 
Sounds like you have a good watercooling setup there.

It also depends on how well the radiator is cooled, and how big the reservoir (if any) is.
 
Big resevoir (d-tek 5 1/4 bay) and pretty massive heatercore.

Correction: you have an Excellent watercooling setup, though I suspect it's the heatercore rather than the reservoir that makes the difference in this case.
