What is the difference between 2.4-3.0?

What exactly is the difference between 2.4ghz-3.0ghz (800fsb) processors besides clock speed?
 
only other thing i can add is that Intel has tested the 3.0GHz CPU and varrified it to run at 3.0GHz...
While the 2.4 may have failed at 3.0GHz but passed all tests at 2.4GHz....
But the 2.4GHz may have also ONLY been tested at 2.4GHz as that is all the market needed at the current time, so it could be able to pass the 3.0GHz test

Speed binning always starts at the top and goes down. So every new chip would get tested at 3.2Ghz, then 3.0Ghz, ..., and 2.4Ghz. But you're correct in that it might truly be a 2.4Ghz chip, or it could be a re-binned 3.0Ghz.
