On the chart area, right click on a number on the Z axis. Select "Format Axis...". On the "Scale" tab, you sould be able to set Maximum, Minimum, Major unit, and Minor unit. That should take care of the axis labels.
As far as the legend is concerned. AFAIK, if the color is on the chart, it's also going to be in the legend. If you don't want that freakin huge legend either weed out some of the data, or right click on it and see if you can't make the font smaller.
EDIT: On that type of chart you can format the legend just like the Z axis. Right click on the legend. Select "Format Legend...". On the "Scale" tab, you sould be able to set Maximum, Minimum, Major unit, and Minor unit.
EDIT EDIT: Nevermind, the z axis and legend scale formating is one and the same. Excel can be damn frustrating.
