make windows use all cores.

I assume it was left in because it costs money to take out code.
 
So turning all cores for Win 7 can be done via the OS?

I'm using a the core park utility since im on Win 7 do I need to test all cores are working after enabling?

Essentially I am just trusting the software that it says/now shows all cores are active as it shows the speed the core is running at in real time (assuming real time).
