barton 3000@200mhz at 12.5multi. no going up.why?

My chip is at 12.5x200mhz but it only says its at 2.1ghz. Why? Now would voltage play a part in it? Or my ram which is pc2700?

Seems like the CPU might be multiplier locked.

Also, I'd recommed you upgrade that RAM, to operate at optimum any CPU with a 200 MhZ FSB really needs to be paired with PC 3200 RAM.
