How much of a performance gain would it be to buy a pci card to have my two hdds and two optical drives each on their own chain and would the gain be noticeable.

It depends, a PATA channel is able to handle one command at a time, thus drives that are one the same channel share the bandwidth.

Copying a 500MB file from Primary (Master or Slave doesn't matter) to Secondary (Again Master or Slave doesn't matter), or vice versa, will be about twice as fast as copying the same file from any drive to a drive that's on the same channel (Primary or Secondary).

So unless you copy (Or cut and paste) a lot of (big) files between drives that are on the same channel it isn't worth it.

If you're using SATA you won't gain any performance.
