how can i know if my m-board is working?

yea im buildin a new computer and everything came except the cpu and i was wondering if there is a way to test if the m-board works. When i turn on the pc without the cpu, all i hear is the hard disk boot up, the cdrom spin, and the videocard fan goes on, i dont hear a beep and nothing shows up on the screen? Is it possible that u need cpu just for the bios to show up? The mobo is a Abit VH62

CPU is needed for it to give you any other signs of life.

Without one you have a brain-dead motherboard.
