Problem with IE7 in Vista U

So my problem is this... see image...

I have tried THIS to fix it and it didn't work.

I really need to get it working so it will load the page/file as its for college and I really need it to get done. Any ideas?

Have you tried adding that site as a trusted site?

Open IE | Internet Properties | "Security" tab | Internet zone--> "Custom level" button | Downloads--> Enable "Automatic prompting for file downloads".
