Ok first off I apologize cause I'm a big ol n00b when it comes to overclocking

My setup includes:

Antec P180
E6750
Gigabyte P35C-DS3R
2gb OCZ RAM
Raptor 150gb HD
Antec 850W Power Supply @ 1.225V Ran Stress test for 48 hrs w/o problems
I do have an upgraded cooling system but forgot what it is.
23 idle / 35 load

I initially had my setup on XP and set it for 3.2 (8*400) and it showed up under properties of "my computer"

Then I got my hands on a free copy of Vista Ultimate. Installed it and now when I get the Welcome Message it lists my speed at the stock 2.66.

However, when I run CoreTemp... It does list my speed @ 3.2.

What's going on/What can I do?

It depends where you look for the speed in Vista, the speed on the welcome page is the rated speed read off the chip not its actual running speed (a cheat basically) I think Vista shows the true speed in the system section / perf rating bit. I only use CPU-z to check mine now.
 
If you r click and select properties on my compter it should show something like this, Intel something something 6420 @ what ever the oc is.
