Okay I have this LC Power Monolith 1200W PSU which I think is very unstable.
I'm using OCCT and Everest to monitor the voltages

I have set the Vcore to 1.45V which is 1.40V idle and 1.35v load. My 3.3V rail seems to be 0,23v :confused: and the Dimm voltage is 0.02V off.

I'll show some pics of OCCT under load.

The Cpu's overclocked to 4GHz BTW.

.02 difference on anything in a PSU isnt bad at all really. Though I agree with Burebista in that you should test with a Digital MultiMeter as software is sometimes inaccurate.

And you are using a 1.2kw PSU for a single card (not 4)???? Maybe sell that thing and get something a little more appropriate for that build and possibly a better brand (Corsair 750TX comes to mind which will easily do fine with 2 GPUs).
 
The Monolith is a CWT based unit... it's at least as good quality as anything from Corsair.

Use a DMM to check voltages - software and bios can only be counted on one thing... being wrong.
