Android Dongle for old Monitor?

So I have an older monitor, and I was thinking it would be a good idea to make use of it by getting an android dongle/box.

I came across this one for $30... but as you can see the specs are rather out dated. Still it is the same as my Galaxy S phone which I still use, and it should be enough for web browsing and looking at PDF's.

Does anyone have any recommendations, because I've never bought one of these before. My thought process is just to get a tablet experience on my monitor, plug a mouse and keyboard into it and use it as a mini PC.
