Is this the reason it wont go over 1910?

I got a xp1600+ AGOIA 3 days ago, and I am trying to find out how far I can push this baby.
So far 10.5*181 FSB(1900) seems to be the exit point. At 182, my pc can POST but it cannot get into windows. After checking the Vcore, 5V, and 12V from MBM, I found out the following: 1.82, 4.92, 11.55. I have set the Vcore to max in bios(1.85), but it's jumping around 1.82-1.84; also the 5V is jumping around 4.89-4.95; the 12V line seems to be stable at 11.55.
Memory won't be a problem because I have run this 256mb Samsung 2700 at 205 FSB with TB 1G before with the most relaxing settings.
My question is
1. Is 1900mhz maybe the max for this chip without Vmods?
2. Or if I replace a power supply (i.e. Antec True430), maybe I can push it over 2000mhz without Vmods?

Right now my power supply is a no name 400W which was bought form CompUSA 1 year ago and the cpu is just unlocked.
 
If you're running with a 400w already and getting such low lines (especially the 12v - usually it's just the 5v that suffers), you might want to look in to a Tru480 or even a quality PSU in the 500-600w range. The Tru430 will buy you a bit over the current 400w you have, but to be on the safe side (and give you a bit of wiggle room) you'd want a bigger PSU...

a antec true430 will be fine. some of the generic psus can't hold the 3.3 line and the 5volt line. however most antecs do a good job of staying right up there where they are supposed to be.
