3900XT question

I just got a new system up and running and i set it to 4.4 in the bios..asus rog strixx x570-e
I guess what my question is i was used to my 5820k which would speed step down when not really needed.. Does the amd do the same thing? or is there a way to make it do it..

Not if you set the multiplier to override the built in power management/turbo boost manually like you did.
