My two cents. First, I have seen many programs report 4770 temps with a 15 degree offset, while 4th gen i5's in the same board report temps correctly.
Second, AVX, which is utilized by some stress apps, can cause voltage increases beyond the normal set range. I don't know the details of why this happens.
