I can't access " command prompt" cmd

I can't access control panel to change folder options

Not sure what to try next? Safe mode? Its nearly 2am now. Going to bed, hope I can wake up to some ideas. Thanks.
 
Create another user account, perhaps? Then drop the deskto0 files from the one not working to the new one?

Soundsike your user is corrupted or something.
 
Left out an important part, wow I must have been tired. I accidently made my user accounts hidden files! I want to go to control panel and make hidden files viewable, but I can't even access control panel.
 
Why can't you open command prompt or PowerShell? Win+R, CMD.exe and go from there?
 
Can you open File Explorer? You can select Hidden Items from the View tab.

For some reason I could not open cmd or powershell or anything like that after I hid my user account.
