I have a 12v dc delta fan rated at 0.9amps nominal but a maximum amps rating of 1.35 amps. How to determine how much amperage my fan is using at 9v and 12v?

The 1.35A rating is what would commonly be called a "locked rotor" rating. Meaning, if something obstructs the fan blades.
For 9V you'd be using 8.1W, for 12V you'd be using 10.8W, and if you stop the blades while sending voltage to the fan you could use up to 16.2W.
