when and how do you know you need a "chipset" cooler?

I think it's more of a personal preference thing than anything else.
Even though my NB is rated for 90c, when I found the temp was running at 68c I was not comfortable with it. A 15Min fab and I have a 60mm fan blowing on the NB and the temp never gets over 44c, I'm comfortable with that ! :)
Water cooled systems tend to run higher NB temps than air cooled cause they don't have that heatsink that directs air down on the chipset, at least the better ones do.
 
so if i stick my finger on that sink and it burns i should, and if it's just good and warm, not to worry?
