broken fan controller help!!! its unbearable

my fan controller is simply not working...cant understand why....anyhow it came with a rosewell fan and now that its broken the fan spins as fast as it can and has this annyoing hissing louse noise i cant listen too. Heres the fan..

has anyone had to ever fix their controler? is there a way i can make it spin at less rpm?

The 7v mod (use 12v for power and 5v for ground), or try connecting it to 5v and see if it'll spin up. You must have really low noise tolerance if you think a 2200rpm fan is bad LOL
